Polton is the capitol of Cydonia. The city has high amounts of overpopulation, high crime, high pollution, and high poverty. Polton has a very big market, most of it of the black market kind. Despite all these problems the Cyd Syndicate does nothing to try to stop these, even though they are one of the richest governments.
